Frequently Asked Questions

    • Who can use IPS?

The service is available to Citibank debit and credit card holders.

With IPS, one can make a RUB payment to an account with an IPS-participating Russian bank using the payee’s phone number.

It is also possible to make a transfer between the accounts of two Citibank customers (intra-bank transfers are not made through the Instant Payment Service (IPS) and incur no fee).

Important! As Russian currency control regulations require the provision of additional supporting documents, outgoing transfers from residents to non-residents, and incoming transfers from non-residents to residents, cannot be processed.

    • Can I send/receive payments if my debit card is linked to a foreign currency account rather than to a RUB account?

Yes, you can. Regardless of which account your debit card is linked to, all incoming payments sent using the card’s number will be credited to your RUB current account. If you do not have a debit card, payments will be credited to your credit card account.

When you send a payment to a non-Citibank card, you can debit funds from your RUB current/savings account or your credit card account.

    • Do I need to separately enable IPS?

No, you do not. To send payments, you need to access the Citi Mobile® App and choose “Payments” → “Instant payment”.

All incoming payments will by default be credited to your RUB current account. If you do not have a debit card, payments will be credited to your credit card account.

Account/card linkage for incoming payments to customers holding both debit and credit cards can be changed using “Manage Payments”.

If you do not want to receive IPS payments, you can opt out using “Manage Payments”.

    • How do I send a transfer to a SberBank customer?

The SberBank customer needs to enable Instant Payment Service (IPS) first.

To do this, he or she needs to log in to the SberBank Online app, tap on the profile icon → “Настройки” (Settings) → “Система быстрых платежей” (Instant Payment Service) and enable incoming and/or outgoing transfers.

    • How do I find out the fee for instant payments?

Incoming payments are fee-free. The fee for outgoing payments from your current/ savings account or credit card account will be calculated automatically and displayed on the screen after all the payment details have been entered. The fee for outgoing payments from your debit card accounts (RUB current/savings accounts) is 0.5% of the transaction amount, max. RUB 1,500, there is no fee for payments up to RUB 100,000. No IPS fee applies to payments from credit card accounts but such payments carry a quasi-cash transaction fee of 4.9% of the transaction amount, min. RUB 490 (IPS payments are deemed quasi-cash**** transactions), as set out in the Credit Card Tariffs.

    • How do I find out the fee for transfers between Citibank accounts using a phone number?

No fee applies in the case of payments from debit card account. Payments between Citibank customers’ credit card accounts are subject to the Credit Card Tariffs—a quasi-cash transaction fee of 4.9% of the transaction amount, min. RUB 490, applies (IPS payments are deemed quasi-cash transactions).

Please note that the fees will be displayed online for IPS payments only.

    • How do I send an instant payment?

Sign on to the Citi Mobile App, choose “Payments” → “Instant payment” and enter the payee’s phone number and the amount. Authenticate the transaction using an SMS one-time password or Citi Mobile® Token.

    • Can you reverse an instant payment made in error?

If a payment using a phone number is sent to the bank where the payee has an account, the payment will be executed and impossible to reverse. Please make sure to carefully check the payee’s details on the payment confirmation screen.

    • Can I make an instant payment through CitiPhone® or Citibank® Online?

Such payments will be available through the Citi Mobile App only.

    • What if my phone number is changed?

You must contact the bank to update your phone number. As soon as your new phone number is entered into our database, you will be able to link it to the account you need yourself. Please note that such linkage will not take place automatically after you change your phone number, and you will need to use “Manage Payments” to link the new phone number to the account you want to receive payments in.

    • How do I send a transfer to another Citibank customer?

Sign on to the Citi Mobile App, choose “Payments” → “Instant payment” and select “Citibank” from the bank list.

    • Are there any limits on transfers to other Citibank customers?

Our currently existing limits will apply to transfers between Citibank customers’ accounts. IPS limits do not matter in this case.

    • Are there any limits on transfers from my credit card account?

Yes, such transfers are subject to your cash advance limit.

    • In which account/card will transfers be received?

Funds will by default be credited to your RUB current account. If you do not have a debit card, funds will be credited to your credit card account.

Account/card linkage for incoming transfers to customers holding both debit and credit cards can be changed using “Manage Payments”.

* The specifics of and the risks inherent in such form of payment are described in the agreement with the customer and need to be understood by the customer.
** Transfers using phone number through the instant payments system (IPS) are carried out to more than 150 banks — participants of the system.
*** As per the tariffs in effect as of September 30, 2020.
**** Pursuant to paragraph 6.1 of the Credit Card Terms and Conditions, Citibank may treat unique/quasi-cash transactions defined by payment systems as transactions in highly liquid assets (e.g. money orders, payment for casino and gambling house services, etc.) as being cash withdrawal transactions.
